The phrase כח אינו חסר פועל means that Divine potential is so complete, so perfect, that even when it's just in the state of כח—pure potential—it already includes the full expression of פועל, the actual outcome.
This points to a deep difference between how things work for us and how they are with G-d. In our world, when we talk about human potential, it only really matters if it leads to action. If it never shows up in reality, we tend to see it as missing something or not real at all. There’s a clear gap between what could be and what actually is.
But with G-d, whose being is absolute perfection, there’s no such gap. The potential itself already holds everything. It’s not lacking anything, not waiting to be fulfilled. The action isn’t something separate or added later. It’s already inside the potential, because in Him, potential and action are completely one. That’s why, from the Divine perspective, אין כח חסר פועל—no potential is missing its actualization.
